Minimisation Documentation: The Design Justification in the Technical File
Per family: the function baseline, the alternatives eliminated and why, the specification chosen, the consignment measurement, the review trigger. Assembling Annex VII's minimisation evidence so it survives staff changes and supplier rotations.
The short answer
The technical documentation must let an authority reconstruct why the packaging is the weight and volume it is. The minimisation section of the file, per packaging family, contains five elements: the function baseline (what the pack must do, measurably); the performance-criteria mapping (which Annex IV criteria drive material, and how much); the alternatives record (lighter or smaller candidates tested and eliminated, with the evidence); the consignment measurement (the empty-space position for shipped configurations, with its convention and date); and the review triggers (the changes that reopen the justification).
Assembled at design time, the section is an afternoon per family. Reconstructed under a corrective-action clock, it is the most expensive writing in regulatory affairs - and visibly so, since its dates confess the reconstruction.
Family-level documentation: the right granularity
Document per family, not per SKU, wherever the family genuinely shares a design: a bottle range in four sizes is one justification with a size table; four unrelated products are four. The test of genuine sharing is the argument itself - if the criteria mapping and the eliminated alternatives are the same, the family is real. Families drawn for administrative convenience (everything one supplier makes, everything launched in one year) produce files whose arguments visibly do not fit their members, which is worse than SKUs documented individually because it suggests the arguments were never made. Err toward splitting: a small true file beats a large decorative one in every reading.
The alternatives record: the credibility core
Of the five elements, the alternatives record carries the credibility, because it is the one that cannot be written convincingly after the fact - test reports, trial shipments and damage data have dates and textures that reconstruction lacks. Minimum viable record per family: the candidates (specifications, not adjectives), the test or calculation applied, the result, the elimination reason tied to a criterion. Where the chosen specification was the lightest tested, say so and file the test that proves it survives - the strongest minimisation position available is a light pack with a protection dossier, and businesses systematically under-claim it because the two halves live in different departments.
Maintenance: triggers, versions, ownership
The minimisation section inherits the file's general maintenance discipline with station-specific triggers: specification change (any rung movement on the lightweighting ladder), chain change (carrier, channel, market), measurement movement (the quarterly ratio audit's tail families), and methodology adoption (the re-basing event). Each trigger names its owner in the file - design, logistics analysis, compliance - because untriggered files drift at exactly the speed of staff turnover. Version the section as the declaration system versions everything: superseded arguments retained, dated, marked. The enforcement station's corrective-action case studies show the counterfactual repeatedly; this guide is the cheap direction of that comparison.
The audit walkthrough: five questions your file answers
Rehearse the file against the five questions an inspector actually asks. Why is this pack this heavy - answered by the criteria mapping. What lighter pack did you test - the alternatives record. Why did it fail - the evidence, dated. What air do you ship - the consignment measurement with its convention. When does this get looked at again - the triggers and their owners. A file that answers all five in its own documents, without a meeting being convened, is the minimisation duty discharged in its documentary form. Run the walkthrough annually as a self-audit, family by family, and file the notes: the self-audit record is itself evidence of the duty being operated, which is what distinguishes a compliance system from a compliance archive.
Documentation as design discipline
A closing observation from the files that read best: their minimisation sections were not written by compliance at all, but adopted from the design team's own working notes - the trade-off memos, the test summaries, the assortment simulations - filed as made. The documentation duty is least burdensome where the engineering culture already writes its reasoning down, and most burdensome where decisions live in meetings. Businesses preparing for 2030 can therefore treat this station's file as a culture test: if the justification cannot be assembled from records the business already keeps, the gap is in the decision process, and fixing that fixes more than the file.
