Substitution in Practice: Replacing a Substance Without Regretting It
The method that avoids regrettable substitution: define the function, screen candidates against hazard, test performance in the real application, document the decision. With the packaging functions where substitution is most active.
The short answer
Substitution fails in a characteristic way: a regulated substance is replaced by a close chemical relative that carries similar hazards and is regulated in its turn - regrettable substitution. The defence is method. Define the function the substance performs (not the substance itself) as the requirement. Assemble candidates across different chemistries and, where possible, different technical principles - including achieving the function by design, by process, or by removing the need. Screen every candidate's hazard profile first (classifications, concern lists, the trajectory of pending assessments), and only then run performance trials on the survivors. Document the decision - candidates, screens, trial results, reasoning - in the minimisation file.
The method costs weeks. Regrettable substitution costs product generations.
Function first: the questions that widen the field
Each packaging function has a wider solution space than its incumbent chemistry suggests. Grease resistance can be a coating chemistry, a fibre treatment, a densified structure, or a format that keeps fat and paper apart. Slip and anti-block can be additives, surface treatments, or process settings. Plasticisation can be a different plasticiser family, a different polymer, or a design that does not need the flexibility. Framing the brief as the function - with its performance envelope stated numerically (temperature, dwell time, barrier values) - lets suppliers propose across the space, and converts substitution from a like-for-like chemical swap into an engineering competition in which safer options can win on merit rather than on advocacy.
Hazard screening with public tools
The screen uses public instruments: the CLP classification inventory, the REACH candidate and authorisation lists, the assessment pipelines (substance evaluation and restriction intentions), and safer-chemistry resources such as the OECD's substitution guidance and curated alternative databases from member-state agencies. The screen's output is a ranking with flags, not a verdict - a candidate under active evaluation for the same hazard class as the incumbent is flagged as a probable repeat, whatever its current legal status. Record the screen's date and sources: hazard knowledge moves, and a candidate clean in 2026 may be classified by 2029, which is a reason for the review cycle in the minimisation file rather than a criticism of the original decision honestly made and recorded.
Performance trials against the real application
Candidates that survive screening earn trials, and trials must be honest simulations: the real product, the real shelf life, the real distribution temperatures, the real line speeds. Substitution failures in packaging are disproportionately performance failures discovered late - a barrier that works for six weeks of a nine-month shelf life, a coating that cracks at the fold the trial never made. Where shelf life is the envelope, accelerated testing narrows but does not close the uncertainty, and launch decisions should carry the residual risk expressly (phased roll-out, retained incumbent for the most demanding applications, monitoring). The file records the trial design as carefully as its result, because the next substitution - of this substitute, in its turn - will start from this documentation.
The active fronts in packaging
Substitution work concentrates where this station has already walked: PFAS greaseproofing (the paper guide), plasticiser systems in flexible PVC-adjacent applications, photoinitiators and ink chemistry (the inks guide), bisphenol-family developers in thermal and receipt-adjacent papers, and flame retardants in the transport and protective components where they persist. A business whose inventory touches none of these fronts is fortunate; a business whose inventory has not looked for them is merely uninformed. The inventory from the substances-of-concern guide is the map; this guide is the method for redrawing it, function by function, without painting the same hazard a new colour.
Substitution as a portfolio, reviewed annually
Close with the governance habit: the substitution programme reviewed as a portfolio, once a year, against three lists - substances newly classified or proposed (candidates for the queue), substitutions in flight (on schedule, honestly), and substitutes themselves (still clean, still performing). The annual rhythm matches the classification system's own pulse and keeps the queue short enough to be real. A portfolio so maintained converts substitution from a series of emergencies into the closest thing chemicals management offers to routine - which is the state this whole station exists to make ordinary.
