What Counts as a Reuse System: The Conditions Behind the Percentages

Designed for rotations, governed by an operator, with return incentives, collection, inspection and reconditioning. The system conditions unpacked - and the self-declared 'reusable' offers that fail them.

The short answer

A reuse system, in the regulation's sense, is an organised loop with five working parts: packaging designed and specified to complete many rotations in real conditions; an operator who governs the loop and owns its rules; a return mechanism with a genuine incentive (deposit, account, contract or convenience engineered to the same effect); collection and reverse logistics that physically recover the assets; and inspection with reconditioning - washing where needed, repair, retirement of the unfit - before the asset's next rotation. Around the parts sit records: rotations, returns, losses, because a system that cannot count itself cannot evidence itself.

Anything marketed as reuse that lacks a part is not a system with a gap; it is a durable product with a story. This guide tests offers against the five parts.

Design for rotations: the asset's side of the conditions

The asset must be specified for the loop's reality: wash chemistry and temperatures, stacking and handling abuse, repair-ability (replaceable wear parts, standard components), and identification that survives the loop (the labelling station's durability analysis). The specification's proof is the rotation record under real conditions - design targets ('rated for 100 cycles') are claims until the fleet's data corroborates them. Systems should publish their achieved average rotations internally beside the design rating and manage the gap: it is where the economics and the environmental case both live, and where honest operators distinguish themselves from durable-product sellers.

The return incentive: the loop's weakest physics

Loops fail at return. The incentive must overcome the user's friction and indifference at the moment of disposal, and the working mechanisms are known: a deposit sized to the asset's value and the user's psychology (too low is a price, not an incentive); account-based systems where the asset is the membership's instrument; contractual loops in B2B where the return is a delivery condition; and convenience design - return where the user already goes, at the moment they already go there. Measure the return rate as the system's vital sign, by channel and cohort, and treat a falling rate as an operations incident, not a marketing disappointment: every point of return rate is fleet size, cost and tier evidence simultaneously.

Governance, participants and open loops

The operator's governance covers: the rules participants join by (retailers, fillers, logistics partners), asset ownership through the loop, quality gates (what condition returns to service, what is repaired, what is retired and recycled), hygiene responsibility at each hand, and the data system. Open loops - where assets circulate among many independent parties, as in pooled beverage crates - additionally need the interoperability discipline: standard assets, shared return points, settlement between participants. The governance documents are the system's technical file in the conformity sense; when an authority or a customer asks what makes this a system, the governance pack, the rotation records and the return rates are the answer - in that order.

Judging a system offer as a buyer

Brands and retailers buying into a system (pool, cup network, crate scheme) should diligence the five parts with the operator's own data: fleet specification and achieved rotations; return rates by channel for the last four quarters; reconditioning standards and their audit; loss rates and who bears them commercially; and the exit terms for assets and data. Operators with real systems answer with documents; operators with stories answer with adjectives. The buyer's signature makes the system's numbers part of the buyer's tier evidence, so the diligence is not procurement fussiness - it is the buyer's own file being assembled at the only moment it can be.

The system's signature

One diagnostic summarises the guide: a real system can answer, from its own records, how many rotations its assets completed last quarter and what share came back. The question takes a real operator seconds and a storyteller into narrative. Ask it of every reuse offer you are invited to join, fund or print on a pack - including, quarterly, your own. The regulation's targets will be audited in exactly this currency, and the systems that thrive under it are the ones already counting in it voluntarily.
